I've talked to a few people about the best way to increase foot speed and the opinions that I got were skipping, agility ladder drills and step ups. What's the best exercise/routine you've done to enhance your foot speed?

for foot speed, you should be doing general speed drills. as said above ladder drills are great for foot speed and coordination, and plyometrics will help on power and explosiveness
for general speed you should be doing speed drills, a drill b drill c drill. you can find them on youtube, they help on mechanics and are a great warm up for speed training
for speed training you want to be doing sprints, with maximal recovery between sprints, sprints should be done with good mechanics and good quality,
a slight incline can help as well, like 15 degrees or so, so find a slight hill you can run up, the incline helps with mechanics as your bent forward in acceleration phase for lkonger which can be a problem for some people

Focusing on foot speed is not wise. The biggest difference between a normal man and an elite sprinter is stride length, not frequency. So just focus on getting stronger, doing plyos, and of course dont forget to actually hit the track and sprint!
Bench Max - 310lbs
Squat Max - 500lbs
Deadlift Max - 500 x 4
Long Jump PR - 21 feet exactly
