Rack Pulls, actually. Depends on who you ask. Above poster doesn't like them. I think they're useful for practicing specific parts of deadlift technique, but I wouldn't yet fully replace real deads . Some dude named "Dorian Yates" very much likes them due to his earlier injury issues so he doesn't really do full deadlifts anymore, only partials and rack pulls. Covers the spectrum of "no, maybe, yes". Win Win Win.

I read an article suggesting that rack pulls were done to isolate that specific part of the movement because it tends to be the hardest part of a DL.

Anything can be "good" for building muscle, it all depends on the execution.
I personally love rack pulls, for the purpose of hitting my posterior chain. I don't deadlift from the floor because by the time I get to rack pulls, I've already done heavy squats and heavy RDLsPRs - Sq / B / D / Total

rack deadlifts started below the knee can build significant muscle in your back. taking the legs out of the equation is not necessarily a bad thing if your primary focus in on strengthening and building the lower back muscles. it puts stress on the back, but that's the point. if you use proper form, and don't try to pile on tons of weight that your legs would normally assist with, rack deadlifts can be beneficial, but you can't ignore the benefits of deadlifts from the floor.
