Stumbled upon this footage from the 1975 Mr. America contest. The commentator says "the athletes are not allowed to use cosmetics or oil in their presentation" (referring to tanning oils, I assume.) Was this the policy for all competitions back then? When did athletes start oiling up?

No, not implants. And not SEO.
It was very common in earlier amateur competitions in the AAU and even the NPC to not allow oil in the prejudging. I was in one AAU show in the 1980s where it wasn't allowed in the judging but it was okay at the finals. Same thing with one of the NPC shows. Of course many guys claimed to have dry skin so they used Nivea creme to "rehydrate the skin."
In the book of Pumping Iron it talks about oil not being allowed at the judging of the Mr. Universe.
