I can get a non-rotating olympic barbell and a rotating one but i would play twice as much for the last one.
I can afford it but the money could be used for something else.
Are rotating sleeves a necessity?

Personally prefer rotating sleeves but at gyms they're often not oiled properly and don't spin. Curls and power cleans are noticeably different when they rotate.
Only olympic bars with non-rotating sleeves I've seen are specialty bars like trap, fat, swiss, fat curl bars.

oh are you talking about barbells for plates with 28mm diameter holes and the more expensive being for 50mm holes?
1"/28mm hole is called standard, 2"/50mm hole is olympic.
If that's the case, try to find a cheaper, crappier olympic bar to start you off. You may still need to switch to 50mm at some point, depending on your fitness goals and you'll have a load of 28mm hole plates.-!!!---!!!- No Excuses Homemade Equipment Crew #24 -!!!---!!!-

Is a bar without rotating sleeves also going to have other short comings???? ...inferior steel? ...hollow instead of solid?
The only olympic bars that I've seen without rotating sleeves are the hollow Weider bars and specialty bars constructed of welded tubular steel. As others have stated, I would be very concerned over bar quality if it doesn't have rotating sleeves.
The only exception to that are things like axles or fat bars, which are usually one solid piece and frequently are tubed steel. If that is the case, you can easily obtain that from the hardware store for about $30. I even made one that ROTATES for $40 or so. These are not usually used with conventional lifts, and shouldn't be expected to hold more than 300 lbs. However, they will do in a pinch.-[[[[------]]]]-
