i dont believe so. top genetics doesnt always mean certain muscles were big even without training, it mainly means how they respond to hard training.
id base this assumption on simple logic - why didnt platz do for the rest of his body what he did for his legs? he is well known for training like an absolute maniac in attempt to get his upperbody to catch up. in 1981 when he got 3rd he put 10-15lbs on mainly n his upperbody but it was never enough. he just didnt respond as well compared to his legs."Though the concept is not scientifically validated in detail (it should be considered as a hypothesis rather than a scientific theory), it is useful from a practical standpoint. Interesting. Some people would have let their legs shrink a little to even it out but being that he used to love leg training so much, maybe that wasnt a option for him. i read that a usual leg session for him would start with 12 sets of squats.
anyway while we're talking about platz, do you guys think he was trolling with his supposed diet like arnold used to do? it mainly consisted of bread and only a bit of fish has his meat source if i recall correctly. doesnt seem anywhere near enough ot put on his kind of size

PREWORKOUT MEAL : two pieces of toast , jelly hot cereal, small glass of juice or milk
Post Workout meal : Water packed Tuna Plain bagel, iced tea
Snack : bagel and an apple
Snack : Two pieces of toast and half a grapefruit
Evenning meal : Plain boiled fish , dry baked potatoe, Salad and lemon slices , stemed vegatable, Water or a glass dry white wine
