How lean do you have to be to get your veins to show this much? And even if you get to the same bf% as the guy in the picture does that mean you will be as veiny as him or is the degree to how much your veins pop out genetic?

It's a combination of muscle mass, genetics, and low body fat.

As you dip lower & lower in BF%, they'll start to show. I'll be honest though, I don't recall there being that many veins/arteries of the arm in anatomy lab. Also, I learned about intussusceptive angiogenesis (sprouting of new vessels from existing ones) in class. Don't some steroids cause this? If they do, I don't think that level of vascularity can ever be reached by a natural regardless of how lean he gets.
