Let's say there are hypothetical situations:
#1: All you eat for a long time is Whey Protein Shakes. All your meals are whey. You get more than enough Protein in your diet.
#2: You eat only high protein foods like chicken, eggs, Beef, etc. You don't other foods with high carb or fat content, just foods with high protein.
What happens to that person? Would they be able to grow in that scenario?

If you eat enough eggs, beef, steak, and salmon you will get enough fat though......I could be wrong but as long as you are in a calorie surplus I am sure you would be making good gains....I eat a bunch of protein (way too much for my size) and I have made good gains. (can't help it though I love high protein food). I can't believe the people who can't hit protein requirements....by far the easiest macro to hit.

Considering all of the foods you mentioned have a substantial amount of fat I would imagine nothing of note would take place in the short term. Ketosis would eventually set in.
In absence of any and all of the whole foods mentioned, if one were to consume nothing but protein shakes -- I'd imagine GI issues -- along with a plethora of hormonal and micronutrient deficiencies would eventually become major health issues.
