Human skin is elastic meaning that it will stretch as far as you want. the thing is you take a lot of time to build that fat and when you suddenly lose it the skin will need to adapt and to get smaller. The thing is it takes a lot of time to do so and you will have that excess skin for sometime, even years! so what I'd recommend is to bulk up as it will help a lot and do cardio

For those of you who are doubting his bf% are ****ing morons. Only because your reason is completely stupid and makes no sense. You don't have to have muscle to have low body fat. If your skinny as ****, then yeah its completely possible to have that low body fat even if you never worked out in your life. Where the **** did this idea come from that you have to be jacked up and then ripped up to have low body fat. The only reason its easier to believe a bodybuilder has lower body fat is because their muscles are popping up as apposed to a 120 pound kid with no muscle whatsoever.

Id did something similar, so i know its a bitch. It took me ages to tighten up to the point where you could actually see my abs.
The best things to do are to use a good quality cocoa butter or based moisturiser, add a good bit of muscle and do seated twists.
For the twists, sit on the end of a bench. Get a pole/stick/bar across your traps (like you would if you were squatting) with your hands nearly as far as you can reach on the bar.
Sit upright, feet flat on the floor and keep looking straight in front of you (try to focus on something, or even better look at a mirror and look straight in your own eyes.
The twist your body back and forth with a comfortable range of motion keeping your gaze forward at all time.
Do this for around 50 reps for 4 sets every other day. Not only will it tighted your mid section but it will tone your obliques aswell.
Good luck
