This is mostly correct, although Pitt vs. Baltimore is always a defensive WAR. Ben is so consistent that you can expect he will put up something, but it will be less than average for him (think 200yds, 1 TD, 1 pick). Stafford is more of a gamble because he is prone to zero games that Ben generally is not, but he has a much higher ceiling this week, too. As stated, who to play depends on whether you are winning or losing or whether you think you need a couple definite points or a home run.
