I asked that question here quite a while ago and to be honest, looking back, even just asking the question should be enough to answer it for you. If you have doubts, then you probably wouldn't do too well.
Having said that though, again, looking back this is what I did. Have a solid off season and not plan on competing. Keep improving in the weights room and upping your body weight slowly. Once you get to a good enough size, then decide. It's a slow process, and being 17 years old you should keep growing and not be concerned about dieting.- <30 weeks out with 3DMJ & -Berto- to the 2014 Victorian INBA Victorian Titles.

At 17 years old, A LOT can happen in a year and a half. The hormonal state you are in is just primed for adding lots of muscle. My growth spurt came a bit earlier....I was about 15-16 yrs old, but I was lifting consistently through it and I put on 20+ lbs of muscle in one school year. Went from skinny little guy at about 130lbs to a tight 150-160 lbs in no time. The answer to your question depends on how hard you train, how well you eat and your genetics determining your structure and hormonal state. Lots of variables and all you can do it start training and eating.

This!!
You can definitely do it bro. Im one week out from my first show and this is what I looked like 20 months ago, when I was 16 and I didnt even start eating or training properly until about 6 months after this:
With a year and a half of educated and intense training and nutrition, at your age there is no question you could get into contest shape!"Dont rush to get grown, drive slow homie"

I don't mean to be rude, but you don't look like you train at all. If I were you, I would figure out how to put some mass on and do that for a while...put competing on the back burner. If you make some amazing changes in time for the show you want to do, great! If you don't, then just keep on picking away until you find something that work for you.

Sure you can. It's a matter of if you really want to and what your goals are. I would say two things: know that your current age is best for putting on the muscle you'll have for life and that window is limited; and two, no one ever really reaches a point and says 'I've gained enough', so I'll compete.
