I ask this question because I don't plan on being a bodybuilder. Just a lean and well toned guy. I only want to cut so I can get (you can guess it) teh abs. I'm 5'11 I think, havent checked recently, 123lbs, and somewhere around 13-16 BF%. I store a lot of my fat in my lower belly imo.

I can provide better quality sometime this week and bump it if necessary.
Edit: The 4th one is flexed and all the others are relaxed.

Definitely bulk. at 123 lbs you shouldnt even mention the word cut. if you did youd be on that ethiopian time. figure out you BMR and then add 800-1000 extra calories from there. judging from your pictures you dont put fat on easily so you shouldnt have too much of a problem with gaining extra fat from a high calorie bulk.
EDIT: maybe you should add 1000-1500 extra calories!

It really depends on how they are developed now, which as it looks isnt at all. if you had a defined 6 pack now then maybe youd keep them through the bulk but then again you shouldnt even be worried about abs because i just looked at your age and youre only 15!! eat your heart out kid!!! jesus! you have a ectomorphic body type and are most likely not going to put any any fat at all while bulking. as you get into your teens your testosterone is going to be at the highest it ever will be in your life so you need to take advantage of it and eat a lot and train hard. but seriously, you shouldnt be worrying about any of this for another year or two AT LEAST!

Haha yeah I know they havent developed. Im actually turning 16 in a couple of months not that it matters. I want to be proud of my body and have those kind of wow reactions and see my abs pop out. Then again who doesnt want that? But If it helps at all I workout about 5x a week and I do weight training combined with HITT for about 45 minute with minimal rest breaks at a high intensity
