No.
Everyone who is a professional bodybuilder in the IFBB is on steroids and more. Testing is really futile when everyone in the business knows this reality.

Yes, it would be like if the NBA banned black people. Total suicide.
We're dodging more ninjitsu attacks than Flex Wheeler. We're ducking more bullets than George Farah. We're facing more death than a kid leg pressing at Branch Warren's gym.
You can't stop us. You can't hold us back.
IFBB brahs über alles.

It would decimate the sport.
I heard someone say like NPC amateurs. That's a joke because all the npc guys are juicing.
There are very few bodybuilders who ever turned pro clean and those few are Olympia winners and top three.
Don't be fooled without the drugs this sport wouldn't be half as big as it is.
It'd be like going back 50 years pre Arnold era it isn't feasible nor marketable.

I think they should. That would get bodybuilding mainstream and it would become a respectable sport. That should get it on TV too!

Even if they did drug test athletes would find a way around them, it has happened in all other so called drug tested sports, in the Sydney 2000 Olympics 95% + were on some kind of gear, acording to a veteran trainer who spoke of this on the radio in sydney.
The IFBB have got it right by not drug testing, its one of the few honest sports in that respect. Very very few sports are natural these days, maybe darts or lawn bowls.

steroids are already mainstream...just look at all the actors who have amazing transformations in a few months by following "a strict exercise and diet regime"

I don't often chime in here, but really? Why does bodybuilding NEED to go mainstream? Not everything is cut out to be mainstream. Some things are for niche communities, have niche markets, and perform just fine. Bodybuilding without steroids would alienate the current fan base and destroy the industry.
