You can always 'slip through the cracks' on any job. My sister in law's brother is a plumber. I could pay him on the side to fix a toilet of mine and no tax would be involved.

Same goes for prostitution. Only reason I can think of is STD's, but then it should also be illegal to leave your house if you have a cold. But then Walgreens and CVS would go out of business from a steep drop of sales in cold medication.
