Look for deals with day old bread and food that is about to expire. I'm pretty sure you can get some pretty cheap food at the 99 cent store. I'm not sure how old their cereals are though.
Volunteer to give food away to the homeless. You can call up stores like Albertsons and Ralphs and get the food from them that they are going to throw out and deliver most of it to people in need. Skim some off the top in the process. Win-win.

buy oatmeal in bulk for your carbs, and cheap cuts of meat. Split breast (chicken) can be bought for less than a buck a pound, find sales and stock up on what you need. The fat will come from the meat, usually cheap cuts of beef/pork with high fat content can be bought on the cheap. Especially fatty ground (old usually). If too much fat in that meat, look up how to reduce it by making crumbles and washing... the method looks like it sucks balls but if you really can't spend more than that you will have to make do.
Lifting to put on size/strength for MMA. Been training since I was 5, and currently looking for a training partner @UCLA.

100g = 1g F, 23g C, 3g P ($0.09)
Culver City Meat Co - 1/4 lb Ground Beef Patty (80%) - 10 lbs - $23.15
100g = 18g F, 0g C, 26g P ($0.51)
170 protein 100g fat and 100g of carbs = 1908 kcal
435g rice = 4g F, 100g C, 13g P ($0.39)
561g meat = 101g F, 0g C, 146g P ($2.86)
total: 105g F, 100g C, 159g P ($3.25) = 1981 kcal
So fat and protein a bit modified, but total calories still hit. Unfortunately, that works out to about $98/mo. If you can get the ground beef at $1.57/lb or less, then you'll hit $70.
