Your help will be greatly appreciated. What do you recommend me doing. As you can probably tell I'm not fat, I used to be (fat/overweight) over 2 years ago. The only major/visible fat I have is on my chest

Even with the cropped and small pictures, it's obvious you have fat everywhere else. Not a dig at you, but I don't think you really know your body fat very well.
Just start cutting, read the stickies in here and come up with a solid plan. Afterward post it to be critiqued.
The fat on your chest might be the last thing to go, but you lose enough fat and it'll go away. It might even look worse at first, but you have to stick with it.***Vols Crew***

Until a doctor tells you that it is gyno then I would consider it fat. Could you have it? Sure! But your body fat isn't that low. Unless you can post some better pics, I am going to estimate you at 18% maybe a bit higher. No one here can tell you if you have gyno. Why not go see a doc instead of asking random people with differing opinions and no medical background?

I had surgery to remove them a long time ago and they returned as fat only (no glandular tissue) because I didn't have my diet in check and I blew up.
Sometimes you have to get to ridiculously low bf levels for the fat in the chest area to go away. You can't spot reduce. If you have glandular tissue (harness in the nipple area), then surgery is the only option to remove that.
Note that even post surgery, you will need to work out and keep your diet in check, or the fat will return. I am living proof.
Mine are nearly gone, but they are the first place that my body stores fat, and the last to go. I am ~10% bf by the way. At least get the diet in check and cut the bodyfat first before you even consider surgery. Surgery is a waste of money if you don't plan to diet afterwards.

Feel around the nipple area, and if it feels firm or causes pain, that is glandular tissue that is a pure sign of gyno. If is just soft, then it is fat that can be reduced by reducing overall bodyfat.
You can be at 10% bf and still have slight man boobs. Sometimes they are the last thing to go, and you'll have to be in single digit bf range to keep them off.
