    No. The Government are the only people that can control gambling, without intervention on their part the greed of the wealthy casino and lottery owners would only cause them to take advantage of the poor working folk who can't stop themselves from gambling. It's obvious to anybody with a brain that the only people responsible enough for managing such a business is the Government.

    False dichotomy is false. You can run a lottery. Casinos have them. Catholic churches have them. (isn't BINGO a form of lottery?) But, just like bars, you have to be licensed to do it.

    I knew someone that used to run a game (illegal) with cards similar to scratchers. In a box of a thousand cards or whatever, he new how many were the big winners. When he got through about half of them, depending on how many big winners were drawn, he'd simply throw away the rest and then start a new box. This changed the odds of the game to his favor. The "house" always has control and always wins in the long run, and this is why gambling should be regulated. Players have to trust that what they understand the odds of a given game to be are the real odds.

    It's not invalid, and the fact that churches are wrongly excluded from paying taxes is not relevant. If you get a license to open a casino, you can run a lottery. It's usually called Keno.

    But, if you simply want to sell cards and have a drawing without proper oversight, good luck getting suckers, er, customers, to buy them.
