Can anybody prove this? I know the Triceps are a bigger group of muscles than the Biceps. But you also have the huge brachialis muscle under your biceps as a main elbow flexor.

I'm assuming 'mass of arm' really means portion of total circumference, or perhaps generically the overall perception of size, I dunno I never heard the 2/3 rule myself.
Draw your own conclusions (naturally it depends on where the transverse cut is taken).2 + 2 = 5 (for extremely large values of 2)

I think the reason people spread the 2/3rds rule is because so many newbs put way more effort into bi's than tri's. It is true that triceps are significantly more massive than biceps, but the exact ratio probably differs from person to person.
Moral of the story: don't neglect your tri's because that's a newb mistake. Same goes for legs and back.

You can look at an arm (even someone who doesnt workout) and tell that the triceps muscle is somewhere in the region of 2/3 of your arm. You sound angry...possibly because you have been doing it wrong and your biceps are bigger than your triceps?? Anyway, I agree with kanis999, also.

Despite what this 16 year old is raging about..
I can personally say my tricep takes up 60% if not more of my arm.
How do I know? because I am less than 10% bodyfat and actually see my Bicep/ tricep striations.... My tricep muscles are very visible in the mirror and they easily are taking up 60-70% of my entire arms muscle.
Only about the other 20-30% is my biceps.
And no..I do not neglect my biceps.
I can do Weighted Pull Up w/ 100 pound dumbbells.
So don't try and give me any b/s Mr.16 year old.

Sounds like a silly generalization. Mslman gives a good example of where it looks to be half the arm. Not only does it matter based on where you cut, but also your genetic predisposition as well as how much you train.
A better reason (other than balanced training) for building ridiculously huge triceps would be that it's a way to add circumference without impeding range of movement, since while bigger elbow flexors can actually impede maximal elbow flexion (when tensed, probably not so much if you can relax them) I've never seen a tricep get so big you can't straighten the elbow.
