Basicly any workout you do will tone your abs if you engage them while performing the exercise. To build muscle, I still believe the traditional sit-up is the best, however you can add variations to it by bringing your knees closer towards you, adding a twist as you bring your abdomen up, etc.
If you have a few extra bucks lying around, go out and purchase yourself a fitness ball and rather than sitting on the couch watching television, sit on the ball with a straight back. Because you have to maintain balance on the ball, your abs will be working out non-stop.

even better put your lower back on the ball and with your feet spread wide for balance, then do your sit up.

to build, you need resistance lifting, just like any other muscle. Do weighted inclines, or weighted leg raises... anything that will force your muscles to get bigger. to tone, lose bodyfat.

In order to build Ab muscles use a fitness ball. First it allows a much wider range of motion. Second it requires you to use stability muscles. Third, it allows a wide variety of exercises and can be used to target specific muscles.
Then do cardio to burn bodyfat off your midsection.
If it sounds so simple then why doesnt everyone have a 6 pack?

As someone suggested in a previous post a list of good excersizes can be found here:

To help build/tone the abs, I would suggest V-ups, rowboats, twisting crunches (med. ball/+weight optional plate twists), and the iron cross to strengthen the core.
