if i was trying to go towards a GSP body type even though i know genetics plays a big role, would i do a Bulk and take weight gainer or maybe take some lean protein? im not sure if doing a bulk and then cut will be the best or to just go from skinny and just add lean mass? new to this so i would appreciate any tips

He is correct.
A bulk and cut is almost always the most efficient way of gaining a top end physique. It is very hard to add muscle while losing body fat effectively, I think what you are looking at doing is a "lean bulk." A lean bulk is where you add 350-1000 calories over your caloric maintenance line, while eating all clean healthy foods
