Nope, hard work and a good diet is going to get you there. When you are sub 8-10% body fat, if you are desperate, just use Preperation H. Does the same thing, draws water out of wherever you apply it to.

Also there are topicals that do help spot reduce but you have to look at the label and there are a few kinds.

Generally it's Yohimbine HCl, Capsaicin, and Raspberry Ketones which will help with actual localized weight loss but it doesn't matter much till your sub 10. You may notice some from above and I myself used it above 10 but honestly it's well worth to use other stuff to get sub 10 then reap the full benefit sub 10.
