First of all, we all know there are only 2 heads of the biceps!! What I'm referring to is the lower biceps area, since you can hit different angles of the biceps such as the peak, the upper biceps, the lower biceps, the inner and outter biceps.
Alright, I never had a good lower biceps because of by genetics, my muscle belly is all about a peaked biceps, I have a crappy lower biceps. I already did preacher curls and nothing, I also did 21's, 30's, 12's and still nothing... What do you guys recommend to really pop out the lower biceps region and make it highly visible when I have a shirt on.

I'm assuming you mean the portion of the bicep head closest to the inner elbow joint. I notice I get a swell here when I do a partial rep on the preacher curl machine. In other words, almost like a 1/4 curl and just hold both arms up until you can't.
I do hammer, preacher, straight bar, dumb bell, barbell, etc though. It just takes time.
