Sorry it's going to be a bit hard to answer without pictures but I'm 5"11, 165 pounds and estimated 13% bodyfat, can see abs and veins. Would cutting be a waste of time or should I get straight into a bulk

The amount of what he is eating and to what the macronutrient breakdown of that food consumption is is completely irrelevant to his question. He wants to know if other people think he should bulk up or cut given the statistics he posted.. Not if we think he is eating enough to cut or bulk..
OP, I would bulk if I were you. At 13%, and apparently you claim to have good vascularity and abs, just slowly add calories until you are happy with the amount of weight you are gaining each week, and with proper calorie counting and constant eye on the scale, you can mostly maintain those abs throughout your bulk..
