My arms look smaller in the video because you are only looking at them from the front. My biceps have alot of height when flexing them in a double bi pose, but not alot of side-side width from the front or back when they're just hanging downwards.

Or he could use the burn tool in the midtones setting at 20% strength with a soft brush at about size 5.
