You don't need to remove fat from your diet to lose fat...

If he's hitting his fat and carbs already it doesnt matter if he goes over on them as long as his calories dont go over.

All I am saying without eating meats, fish, poultry, or dairy products you can only get so much protein in your diet. Besides that what else has a fair amount of protein? Nuts, beans, he mentioned he eats egg whites, and whey.
For example lets say he wants 1-1.5g/lb of bw in protein, .45/1g/lb of bw of fat then the rest from carbs.
Now what I'm getting at is yea what you are saying works, but how is he supposed to get enough protein without going over his maitenance with the limited high protein foods he can eat? Which is why he is looking for foods low in fats and carbs but high in proteins.
Edit: for example peanuts. They have probably roughly 16ish grams of fat w/ 7ish grams of protein with ~200 calories/serving(just going off the top of my head here). And beans are pretty much the opposite moderate-high carbs with moderate protein with a fair amount of calories. Now how can he get enough protein while staying under maitenance?

Because the 0.45g of fat he is aiming for is a minimum not a maximum. As long as he's getting low carbs then he can still manage it.

Yea of course it a minimum. But even still how is going to get enough protein with those foods while staying under maintenance? I don't think he can and neither does he which is why he's asking for the foods hes asking.

With protein powder? Pretty damn easily tbh, like 3 shakes a day around 120g right there.

Yea thats true but I mean its kind of alot of whey. I mean it would be better to get other sources of protein in but I guess if you look at it that way, but that 5-6 scoops of whey every day.

True but hypothetically it could be done with no meats or dairy, granted a damn sight harder XD

Well yes it COULD be done and I guess I was trying to get at that it's hard to do it right or not necessarily "right" but in a optimal way . I mean someone could hypothetically just eat their macros for carbs all in flour and water, tub of lard for their fats, and 8-10 scoops of whey and you got their macros and cals in, but obviously its not "optimal" or a "balanced diet".

yeah, sort of. it seems like it's difficult to digest which is typical for meat as far as I know.

You ought to look around online for supplements that would aid in the digestion of meat. I'm sure you could find one that would help with that problem or ask a doctor, but maybe I'm wrong and there isn't.
