You can easily pick up a 50lb bag of rice from Sam's club/Costco for under $30 which should last you a good few months. While you're there, pickup chicken, which for me is ~$2/lb, the package of 7 dozen eggs oats, and peanut butter. If you want some fattier meats, or something else, there is always ground beef/ground turkey available for under $2/lb. You should be good to go for a while with that.

Jasmine rice - 50 lbs: $32.39
100g (dry) = 7g P, 80g C ($0.14 per serving)
Ground beef 80/20: $2.37/lb
85g = 21g P, 17g F ($0.44 per serving)
Per day:
600g dry rice (6 servings)
595g ground beef (7 servings)
189g protein
480g carb
119g fat
3747 cal
$3.92
30 days would cost $118. You can use the rest of the money on vegetables and spices to make rice + ground beef taste good after the 2nd day. And a badass multi...

pretty repetitive diet i have, but basically my grocery list usually looks like this:
Frequently bought:
eggs
milk
bread
beef/chicken
fish(when on sale)
rice
pasta
tuna
oatmeal
yogurt
whey
diet cokes (i would save so much cutting those out :P)
sweet potatoes
deli meats
cheese
frozen veggies/fruit
bananas
peanut butter (ALL NATTY BABY!!)
Less frequent:
coffee
artificial sweeteners
sugar free choco syrup
vanilla extract
cinnamon
ketchup (organic or corn syrup free)
pickles
various other spices that keep me sane when tastes become to stagnant
