Not Obama's fault. Congress is the branch of government that writes the budget. More specifically, all budgets are Constitutionally required to start in the House, which is controlled by Republicans.

The military isnt a company, they dont do things to earn money. The military spends money and never gets any back. And they waste a bunch, with how much the army and national guard spend sponsoring nascar and drag racing.
