You can also do it the hard way.
48/2(9+3)
2(9+3)=18+6
18+6=24
48/24=2
Answer is 2

How do you know if the (9+3) is in the denominator or not?
I would almost assume its not and say the answer is 288 because if it was I think it would be written
48/(2(9+3))

48/2=24

OOP states you do brackets first, then division or multiplication first.
So we do brackets and we get (9+3) = (12)
THEN we start from the beginning and we do 48/2 = 24 then we multiply by 12 so you fail.

Is 2(12) still considered part of P in PEMDAS or is it M?

=48/2*(12)

You can't arbitrarily multiply the 2 by the bracketed term first. Think of it like this:
24 / 2 * (9+3)
