Keep your diet steady and meet your macros for the day + cardio, weight lifting or just diet

Calorie deficit for a period of time. Lower carb/sodium intake if you are at the last bit of belly fat but assuming you just have fat then figure your maintenence calories, subtract 300-500 calories from it and that is how much you need to hit to lose dat dere fat (and some muscle)

I'm in the same sort of position as you, where school takes up most of my days and I find it hard as well.
What I do is a 4 day split routine.
Monday-biceps, triceps
Tuesday- chest
Wednesday- shoulders,traps
Thursday- legs, back
Cardio wise I switch between HIIT cardio and just running.
On Monday and Wednesday I do HIIT cardio for about 10 mins after my workout.
Then do running for 30mins in the morning before school on Tuesday and Thursday. Sometimes on a Friday if I feel like it.
But it's what fits you.
The only thing I can say is what a lot of people have said to me, your at prime age to bulk up for when your older and your muscles won't grow as much as they will when your older. So just bulk up for now.
As long a you keep a healthy diet and get good eating habits now and do cardio often you will get results.
Hope this helps and good luck.

Welllll.. spot reduction isn't something you can really do, it's moreover reducing bodyfat throughout your whole body, and the last place your body wants to shed its backup reserve of energy (fat) is from the abdominal area, which, yeah.. blows. haha. but definitely read the link igglesphan posted, it's a good read, and should answer your questions
