edit- just to clarify this is not about other religions & this is not attacking atheists, so please do not get all defensive and just answer the question for what it is.

Hitler was ALL up in the Catholic Church. Hitler had a butt full of Catholic Church too.
ler with Archbishop Cesare Orsenigo, the papal nuncio in Berlin, 1935
On April 20, 1939, Archbishop Orsenigo celebrated Hitler's birthday. The celebrations, initiated by Pacelli (Pope Pius XII) became a tradition. Each April 20, Cardinal Bertram of Berlin was to send "warmest congratulations to the Fuhrer in the name of the bishops and the dioceses in Germany" and added with "fervent prayers which the Catholics of Germany are sending to heaven on their altars."

The Concordat between the Vatican and the Nazis
Cardinal Secretary of State, Eugenio Pacelli (later to become Pope Pius XII) signs the Concordat between Nazi Germany and the Vatican at a formal ceremony in Rome on 20 July 1933. Nazi Vice-Chancellor Franz von Papen sits at the left, Pacelli in the middle, and the Rudolf Buttmann sits at the right.
The Concordat effectively legitimized Hitler and the Nazi government to the eyes of Catholicism, Christianity, and the world.
The full text of the concordat appears on the Concordat Watch website.

Gasp! Pictures of people with Hitler! They must be guilty of murdering thousands of Jews and conspiring with Hitler! Gasp! Religious men with no military inclinations speaking to Hitler! Gasp! We need our tin hats!
Clearly, these American children were mocking the flag of American, nazi's in disguise. I suspect they were lizard people too.
Here we see Churchill and Roosevelt sitting on the same seat as Stalin. How did the media not pick this up. They were all in on it together. This pictures shows it! They were sitting ON THE SAME SEAT!!!! I also suspect Stalin was the head of an Intergalactic police force and Churchill his minions. Evil men!
As we can see in this picture, Hitler has a moustache. Clearly those with moustaches are imitating their Satanic leader and wish to pay homage to Hitler. It is also clear that Hitler is wearing a suit and a tie - something all businessmen wear. Coincidence? I think not. It means they are in on Nazism! Beware of all these people.

OP: it's going to be insanely difficult to answer your question, as you can see.

There isn't one. The concepts are mutually exclusive as without a God there is no overriding moral compass from which to judge whether someone is evil.
Either that or all of them because not believing in whichever imaginary friend is being touted already means you are as evil as it gets.
If pushed to choose I would pick either Nietzsche or Marx as they have both turned large populations away from religion and religions don't seem to like that. Alternatively Jay Kay (from Jamiroquai) because of his hats.

lolz completely expected to happen, i said it in another thread the other day thats why i made it.
people running circles around the question, all of a sudden dont know what the word evil means, can only think of evil religious people, passing the blame, getting defensive.
its not that they cant name one, they just dont want to.

So in the end you did intend the thread as an "attack" on atheists, even though you started the op with an assurance that it wasn't your intention (though it's not like your intentions weren't obvious in the first place). Since by "people" you clearly mean atheists.
Anyway, before you get on my case that I'm going off topic, here's my list:
1.Pol Pot
2.Mao or Stalin, can't decide which one was a bigger piece of ****.
