    Dogs

What are my moral/legal obligations regarding these dogs. I know where the owners live and I also know they have no means/want to contain them. Since they've been showing up the past 1.5 months, the number of photos of deer have dropped by a factor of 10.

That looks like two different packs of animals. Lot of peeps around here go by the SSS rule, shoot shovel and shutup. Personally I could never bring myself to shoot a healthy looking dog that wasn't causing problems. IINAL, but from what I understand around here it's illegal to shoot them for any other reason than directly harassing livestock. Wild animals do not count, so supposedly even if you were to witness them chasing deer it's a no go. IMO, best thing to do is try to coax them to you and deliver them back to the owner with a warning.

If they are causing trouble because the owners don't care, call animal control or the cops.

Which state do you live in? In PA it's legal to shoot a dog that's attacking or pursuing a person, domestic animal, livestock, or game animal. From the pics it looks like you live in a rural area, I'd go with shoot, shovel and shut up, animal control usually won't do much, just give the owner a warning or small fine, if they even show up. If the dogs are running around the woods in packs all the time it's only a matter of time till they start going feral, then you have to worry about them going after a kid or something, in addition to them killing/scaring away the local wildlife, and spreading diseases.

Hard decision b/c like said above, they do look like beautiful and healthy dogs. But they are ruining your hunting time.
    Few Thoughts
    1.SSS
    2.Warn Owner
3.Take home and train as a hunting dog
4.Talk with a neighbor or friend that would like some nice looking dogs

Its really hard to think about what to do with them though seeing how they are one of Gods creatures and they owners are just garbage.

I've been in the situation several times and had them in my crosshairs after getting the land owner and ranch manager's orders to kill them and couldn't do it. If it's wild or sickly looking it's not a problem but a pet, just couldn't pull that trigger. I like the idea of catching them and either finding them a home with someone who will take care of them properly or just drop them off at the dog pound and let them deal with it.
