Theoretically if you shook it fast enough it could be, but then so could a 1lb dumbbell, if you shook it fast enough.
As in, it'd be the same as slowly curling the weight up by accelerating it down as fast as possible with your tricep and then slowing it down and putting it up with your bicep, etc.
Always a slightly more intense workout for elbow flexion than extension due to its weight but mostly you're just working against the momentum you generate yourself.
