Here is my progress from febuary to now, not much progress but ive been up an down, lifting then doing mini cuts....
i still look terrible but im trying my best to eat clean an lifting heavy..
Question :
How do i tighten up the chest area im doing flat bench presses an im doing wide presses using the vinyl on the machine...
What other things could i do ??

your moobs look sad.
Anyway, go here for an effective routine for cutting. Just cut like 20 to 30 pounds then do push ups, chest flys and other chest workouts.
