Just wondering if anyone has tryed Lee Haywards or Vince Delmonte's new 21 day fast mass program? They use a 1week dieting then 2week bulking cycle to supposedly spike the anabolic hormones. Any opinions.

I've written a review of it. It's fairly well researched.
Just keep a few things in mind:
*Don't bother unless you really have the time to focus on all aspects of the program--diet, training, etc (this is why I can't personally experiment with it right now).
*Some of the gains are going to be glycogen, etc.
*I would not recommend it for beginners--this is something more for breaking plateaus.
*Ignore the supplement advice and stick to protein, creatine mono, a multivitamin, and fish oil.

OUt of curiosity, aside from the strategic diet (1 week cut, 2 week bulk) what sets it apart from other workout programs? What kind of workout splits are utilized? What techniques are incorporated that most bodybuilders don't already do (ie. dropsets, rest pause, supersets, etc)?

It's broscience. If you eat in such a way as to reduce hormone production, and then eat in such a way as to promote hormone production, the net gain over time will be zero. The human body is highly efficient at balancing these factors.
Just stay on a solid nutrition plan and train consistently on a program centered around mostly compound lifts. Leave the "21 day (or whatever) fast mass" stuff to the charlatans who would try to sell you something. No brain, no gain.
"The fitness and nutrition world is a breeding ground for obsessive-compulsive behavior. The irony is that many of the things people worry about have no impact on results either way, and therefore aren't worth an ounce of concern."--Alan Aragon

Question 21 day fast mass?
You can gain a lot of water bloat mass in 21 days. Just load up on creatine, and don't forget the beer.
You can gain a few pounds of fat in 21 days. Just eat the house, and don't train at all. Restrict all activity that is not eating related.
You can't gain much muscle mass in 21 days..........
.........because you can't add a plate to your squat and dead in 21 days.Beginners:

Unless it is obvious to anyone who isn't blind that you lift weights, you might still benefit from a little more attention to big basic barbell exercises for enough reps:).

I saw the weight training schedule and it looks overkill. They have you doing something like 20 sets of chest exercises per week with lots of isolation sets for arms and shoulders. Same for back and legs. I am no expert but 20 sets of chest plus another 15 of triceps a week is a formula for injuries.
And their bulking diet calls for about 1500 calories above maintenance level during the two week bulking. They claim you will gain between 5-12 lbs of muscle with very little fat.
