I would say so. I usually do chest and triceps together because the triceps are often worked as a secondary muscle during many chest exercises, so I get more of a "burn." But, yeah. I don't see in any way why you couldn't do chest and shoulders together. It won't hurt you in any way, so just go with your preference.

You certainly can do it the only caveat would be if you are doing chest first then your shoulder pressing weights will suffer because your front delts & tris will be fatigued from the chest work. Vice versa if you do shoulders first and include presses than your chest press weights will suffer. I think something like chest/bis and shoulders/tris is a better split.

Personally i'd say to avoid doing them on the same day, shoulders are related to everything in the upper body so it should be done on a totally separate day really.
I'd suggest a 4 day rotation
Chest + Triceps
Back + Biceps
Shoulders + Legs
Abs/ Cardio
I'm not sure exactly what your workouts consist of etc, but generally chest and triceps go well together, as do back and biceps, then shoulders and legs are left over, which can easily be paired together.
Then Abs/Cardio you can add in wherever you feel suitable.
Shoulders generally for me is a long-winded workout too, as is my chest, so to do them both on the same day would mean i'd be in for a long session, leaving another day to maybe be relatively short, and not well balanced.

I did it for a little while.. I felt my shoulders were being worked to much to dedicate en entire workout to them so thought I might as well include them with chest.. to be honest it didnt work as well as I thought and I ended going back to a dedicated shoulder workout.. just had to make sure there was adequate rest between chest and shoulder workouts and not to go too overboard in the shoulder workouts themselves (kept them short and sweet)..
short answer to your question, yes.. just dont overwork the shoulder (listen to your body etc) or expect injury.

I am currently doing chest/shoulders on the same day. I only have time to work out 3 days in a week. Monday is dedicated to legs and my tiny calfs. Wed is the day I do chest/shoulders, and Friday is back and bis.
looks like this:
5 sets flat bench
4 sets military press
4 sets upright rows (wide grip)
4 sets weighted dips or incline bench
3 sets tri isolation (skull crushers, ect..)
The reason this works well for me is because my chest developes most easily for me and my other areas lack more. so while im training for size now, the chest can stay where it is as others grow and I really just train it for power.lift as hard as possible!

Anterior, middle delt gets worked while doing any chest movement so why not do it on the same day? This logic is also why I do rear delt the same day as back. And yes, I also do tris on the same day as chest and bis on the same day as back. And no, I'm not in the gym for three hours. Less sets, more frequent>more sets, less frequent.
