Yeah, it varies from year to year, but people definitely do get off the wait list. The year I applied, my dad's college roommate's son and I both got waitlisted at Harvard. We had like identical everything, and were both legacies. He wrote a letter about why he wanted to go to Harvard specifically. I didn't. He got in, and I didn't.
