What is the best time to take creatine. I have herd pre work out post workout and anytime though out the day. But im just wondering what is the best time to take it?

For me personally, mono causes some extra unwated wter retention.
Kre-alkln by Sci-fit gives me the strength and fullness without the excess bloat.
I take 2 30-60 minutes pre and 2 right after. Have used Kre for over a year and still love it.
Experiment a bit and find out what works best for you.

There is no need for a loading phase, and the time of which you choose to take your creatine doesn't matter. Thing is, your body will easily be able to reach/maintain saturation at doses of ~2g per day. Supplement timing is of no concern when taking creatine, unless of course your taking a creatine product like C-Bol where its advantageous to take it pre-workout due to the many benefits of nitrates.
