Get new shoes, thats the most important thing
Stretch your calves adequately before every run and make sure to warm up properly.
Take some time off from running if it's bad, that's the only way they'll heal.
Make sure you use ice&painkillers post-run to help the pain.**MISC Running Crew**

running tech is the biggest issue. this can be fixed without buying more stuff. although shoes are probably an issue as well.
it can also be running surface is too hard (concrete).
muscle imbalance- flexors stronger than the extensors.
overtraining- muscles are not healing and tissue is breaking down causing weakness that is resulting in injuries.
to name a few. get a coach or trainer to evaluate your running form.ACE-PT, NSCA, USATF-1

something that helps with the pain is to take a paper dixie cup fill it with water and freeze it.
Once frozen peel the top off and run up and down on your shins. It creates a nice groove for the ice and it shapes to your leg. Your hand wont freeze because you are still holding onto the paper part of it.
When your done throw it back in the freezer.
I've also taped up my shins during a workout, or used shin supports.
As for fixing the problem. Like they said above, new shoes, and strengthening the muscles will help.http://www.fitnessbusinessinterviews.com

Don't ever massage shin splits, it can make them more sensitive. As stated already by twisted, the primary cause is a muscular imbalance. You need to give the front muscle running a long your shin some work.
Take a sock and fill it with something heavy (pennies, whatever) and tie the top in a knot. Place this between your big and index toe (knot should keep it from slipping through) and do some raises. It should feel like you're tapping your foot and burn the outer front shin.
To add too what's already been said, buy some real running shoes like Asics or Brooks from a store that works with runners. Good luck and don't increase your mileage too rapidly.US Army Scout Pilot "Out Front", forward deployed.
