Should I bulk or cut?
I'm not sure where I should start on my transformation. I am about 6ft 195lbs. I am not extremely fat but I have love handles and defiantly not cut. I would like to add a good amount of mass to my frame but I'm not sure if I should cut to a lower percentage of body fat before doing so.
I just worry that even if I do a relatively clean bulk, I might have a harder time in my cutting later. Any opinions are appreciated.

You're a little chubby. I'd get lean first.
