You can swing dumbbells, it's just the leverage is different since the weight is closer to you.
In regards to pressing, kettlebells are more stable since the weight is lower and stabilized against the forearm. It might be safer to push press a barbell. If you're doing it with dumbbells just be careful about your wrist alignment and sholder form.
