It is legal because the men are going there knowing they are "meeting" with an underage person. they get charged for intent to assault a minor or some **** like that. their chat log is the main piece of evidence and showing up at the arranged time confirms its them. plus if they answer hansens questions they further incriminate themselves. depending on their record they could get several years in prison.
