Is Cardio Twice A Week Enough?

im doing a fullbody 3x a week now so on Tue Thu Sat i do 20 min cardio on treadmil.

Now when im done with this cycle i might do a push/pull or an upper/lower. And i can only get to the gym Mon-Sat so 4 days would be weightlifting and 2 would be cardio

is 20 -30 minutes of cardio twice a week enough?

cardio would be about 8mph run for 20 minutes straight

also my goal is to gain muscle/strength and lose a bit of fat

How much cardio one needs hinges on a multiple factors, many of which you haven't addressed. So the short answer to your question is do what you are doing for about 3 weeks, assess your progress and adjust accordingly.
Use the tools of the trade to help you. I use devices such as chalk for grip strength, gloves, wrist straps, lifting belts - if it helps you lift more, it's all good. - Ronnie Coleman, Hardcore, 2007 Triumph Books

Biggest question in bodybuilding: Whaddaya bench? As I've said before, it doesn't matter how much you bench; it matters how much you look like you bench... There's no round on stage that's the benchpress round. - Bob Chicherillo, World Class Physique, CMG

I'm wondering why you are limiting "cardio" to just running. There are a lot of ways to "do cardio" that involve assistance work for your lifting.

As to your question, I agree with everyone else: maybe.

Personally, I recently went from 3 lift / 3 "cardio" a week to 4 lift / 2 "cardio" per week and I don't like the results. I am going back to 3 lift days and 3 conditioning days.
