    shoulders too far down

I have a problem with my shoulders! first of all, my neck is really really long, but to make things worse, my shoulders are really far down. I have a good 1.5-2 inches of visible traps before my shoulders start! is there any way possible to bring my shoulders upwards to make my neck look shorter?
