Some people are affraid to gain water weight during carb-up but what if you cut water, what's going to happen ?

Carbs make you hold water at a rate of 3 grams water for every 1 gram carbohydrates in the form of glycogen.
Regardless you will hold more water. You can't go any length of time without water, so you're going to hold it.
On a contest day, bodybuilders will carb up on little water to cut water retention, but it's a temporary thing. It will come back, so why waste your time and rid your body of something that's crucial like that unless it's for a contest or trying to make weight for a sport?
Don't bother.
The Scivation people (Cut Diet) have a carb meal rather than a carb day, and they limit water to keep the bloat down, so that's an option to keep water down if it's only one meal, but if it's a carb up day or 2, or even half a day, there's no point in even trying.
