What is the purpose of black colleges?

Seriously, I've been wondering about this for a while. We have 2 local universities here, one is a black college. They're pretty much equal in terms of tuition price, the only difference is the black college SUCKS. It has very few programs, overall GPAs aren't high, low expectations for getting in, VERY high crime area. The other university is a couple miles away but all the black kids seem to have the same dream to go the black college, why??? Especially when there is a much better university a couple miles away.

Also it seems racist as hell. It's cool for them to have black institutions and want to go there solely based on the fact that most people are black. Don't understand, it's like they want to be segregated, but scream racism at the very thought of someone else segregating them. It all seems quite hypocritical to me.
