cuz they don't work the muscle like it needs to!... Ive never seen Wolf do Calve raises ever! If I was wolf.. I would trian Calves twice a week with high reps.. and if he grows them watch how much more complete he would look.. dude Look at Vic... U think he was blessed with calves? nooooo, but the man works them and he makes the best out of it.. big short, and full calves he got.

genetics determine pretty much everything.. sad but true
and i am not one of those people who blame genetics for poor results.
Its just the way it is, and sooner you accept it sooner you will start to make progress, because you will learn to train according to what your body is telling you.
my friend, who never went to gym in his life, have extremely well developed calves, not just big, but wide and shaped nicely. and he is not really muscular, he is more on skinny side.
he say "its because i played lot of soccer when i was young", but i dont think that is case- i played a lot also, but i dont have good calves.
i have "high inserting" calves, similar to ones black people have.
thats why black people are mostly better gifted for sports like basketball, running etc. and guess what - i am also good runner, and basketball player - because my genetics allow me to excel in that area.
even now after many many years of not training, i could still play really good and even better than someone who might be training all those years but simply dont have genetics for that particular sport (of course, if i had same condition, when i lose it will be because i am loosing breath because i didnt play in long time).:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.:.

I agree with the OP. Calves are a bitch. You always see people who has never been to a gym in their entire life, and they got big calves. I work mine regularly but still they won't really grow. So either you have good calves (good calf genetics) or you don't - and it pisses me off that you're not really able to achieve big calves through hard work :-/
