how much can you add to your arms per week if they are just over 13 inch each? I mean, .1 of an inch etc?

The rule of thumb is 10lbs of mass to and 1" to your arm. So probably 3-4 months for a newb, also it will take more mass to increase your arm size as you continue to grow.

depends on how long uve been training and how much weight (fat) u want to add to ur body.

as an underweight noob who starts working out and eating big, 0.25"/week is very possible for the first 1-3 months. conversly, if u've trained for 2 yrs and don't increment your bodyfat, u'll add perhaps <0.01"/week (not measurable).

arm girth = bicep + tricep + fat + water retention (creatine helps here)

don't even worry about week to week - think month to month, year to year....

weekly goals IMHO get tedious very quickly and such short term goals can often lead to short term training.
