I imagine its the natural tendency of a muscle to not allow it to exert so much force that it harms you. Such as by a muscle pulling so hard it rips from the bone. The Golgi Tendon reflex supposedly is the body's major means of limiting muscles from exerting dangerous levels of force. Some think you can train the body to limit this reflex and allow you to lift heavier loads.
