He weighs 165 lbs now. His arms were 14.5-15" a month ago and didn't look as big.

He took a pic with a measuring tape around them too to prove it, but idk where it is. Leanness with enough natural mass gives the illusion of size and most people don't realize this until they're big and lean enough.
Here is Tony Montalbano in the off season with a 16" arm looking not so impressive
and here he is with a much leaner but smaller arm

i cant see how that guys arms are 14 but i do see what you mean my arms are 14.2 which for 16 is decent but they dont look big so ince i cut in april they will look better

Yep, many naturals are forever in bulk mode and just trying to hold onto those larger measurements, but they don't realize how impressive they'd look if they cut down and just ignored the scale/measuring tape. I remember back in my old gym, the most impressive looking guy was only 5'9-5'10 & 153 lbs. He was so lean with just enough mass that he stood out against all the steroid users and looked big and impressive, yet looking back his arms couldn't have been any larger than 14-14.5". The most muscular-looking guy in my current gym is the same way, I just don't know his exact weight or measurements but he's very lean. Pretty crazy though how big of a difference being lean makes when you have enough mass.

It's funny because before my old gym closed down, I stood next to the lean impressive looking guy and looked a lot wider than him in the mirror despite his shoulders looking like boulders. Back then I weighed 160 lbs and wasn't carrying nearly the amount of lean mass I am now, but it made me wonder how big those shoulders really were. It's mainly the small/average boned guys that look much more impressive when cutting down, as many larger boned guys can still look big with more body fat. Jon Harris for example, an average-boned bodybuilding champ, doesn't look like he would stand out in the average fitness center in the off season despite being one of the best natural bodybuilders in the world.

Not necessarily. You want to spend a good 2-3 years doing everything it takes to add as much mass to your frame naturally and that will be the best time to cut. Particularly if you're small-boned, you should be looking good in a lean state once you hit a 1.5x BW bench / 2x BW squat / 2.5x BW deadlift (assuming your bf% isn't that high) as long as you've been eating enough to grow during that time. Larger boned guys usually need to be a bit stronger before they start looking as good.

Don't know where the camera is right now, but I have 14 inch arms aswell. They look very similar (I'm comparing with your profile picture) to yours.
1. I never worry too much about arm size, I believe the bigger muscles (back, chest, legs, etc.) are more important.
2. Biceps are for good for carrying groceries for your Mom, if compared to the other more important muscles. (Don't get me wrong, all muscles are important. Work them all out!)
3. If you are really concerned about the size of your arms then a good comparison is to have your arms the same size as your calves.(a Trainer told me this)"Success is defined by what others cannot do, or are not willing to do"
