When I mean bilingual I mean you can speak fluently in the language and can engage in an intelligent conversation with somebody who is a native speaker of the language.

1.5 years in remote Japanese town, family I lived with had no english, high school was all in Japanese and there were no other foreigners that I knew of in the town.
