How long have you been training? Have you seen any form of progression?
Bodybuilding is 60% training and 50% diet. Yes that adds up to 110%, because that's what you should be giving it. Change the inside, and the physique will follow.

there can be a milion reasons, start by reading up on some article about bodybuilding, nutrition , etc, for example Starting Strength beginer program. follow that advice for a few months, then come back and ask more specified questions

    keep at it!
luckily at 17 you still have a abundance of natural test. make sure you are eating right and getting enough carbs and protein. try to follow a 40/40/10 diet. carbs are just as important as the protein.

try pyramid set schemes, drop sets, etc

    try any clean n presses?
